A lot of them are for tiny (but important!) seats in county committees and Democratic Party infrastructure, many of which sit vacant and uncontested (eg Brooklyn alone has 3400 county committee seats).

Are you sure this site recruits for Dem party infrastructure? The sign-up onsite says: Filling out this form will show you a list of state legislative and local offices where you can run based on your current address. So, I think it is government elections, not party line elections.
I served on BK county committee after being recruited by an org called Rep Your Block, I always assumed that they were affiliated/a subsidiary of Run For Something as a lot of the people involved were in the orbits of both orgs. After googling Looks like they might be distinct though, my mistake!
No problem. I do get your point and do definitely appreciate you and others getting involved ✌️
