Also, in a lot of cases, definitely in my city and likely in Atlanta too, they're just... poor. They're not crazy, they're not druggies, they're not destroyed by PTSD. They're just people who can't afford first, last, and security deposit on a $2500 2 bedroom apartment.

Not to mention... I would probably become a crack head if I had to live in a tent in 100 degree heat, lost my job due to lack of reliable transportation or appropriate clothes or whatever, and kept running into issues like the cops busting up my encampment and throwing away my ID.

Maybe not a crack head, but those extremely harsh conditions can lead to severe mental illness that could have been managed with some medication and a decent place to sleep and eat. I’ve seen it happen over time.
