The problem is that administering an election is a real world physical process that involves things like staffing, logistics, vendor relationships, etc. This is something you could change in 10 years, not 18 months.
I think that refers to the previous Trump attempt to control election results by having legislatures subvert the will of the voters.
There was concern about this in CA during the 2020 elections so they created drop boxes for ballots and process them fully outside the USPS. (Though you can mail, too, if you’d rather.)

I live in CA. We have default vote by mail here. We don’t have polling places for soldiers to terrorize. What are they going to do, rifle through 40 million mailboxes? It is not *physically* possible for Trump to dictate how American elections are conducted.
Are the national guard going to staff the offices of the secretaries of state? There is actual work involved in administering an election. Unless Trump has a plan to carry that out, the states hold all the power here if only due to administrative entropy.

I’ve been a vendor at these sorts of things before and the only real stipulation is that you be “LGBTQ+” in some way, usually w no expectation that you specify in what way or that you sell queer items at all.
That’s what law enforcement is for. Randos can’t just go to polling places and throw their weight around. Trump might be above the law in practice, but Jimbob McGee in Omaha isn’t.
It’s weak that he would even feel the need to do this. A real dictator would just, like, win all the elections due to overwhelming popular support.
States administer elections. There is no mechanism for Trump to do this. I don’t mean, like, “that’s illegal!” I mean it is not possible to happen. If the red states don’t want to hold elections, the blue states will do it without them and not have them represented in government anymore.
But most of the states with mail in voting supply all the federal funding. Two can play at that game.
