Have any Republican governors in smaller states like Mississippi proposed infrastructure improvements (i.e. broadband access) to address the administrative barriers caused by the new work and eligibility requirements in the bill?

No, but they’d probably say BEAD absolves them of that responsibility (the rural broadband deployment fund that’s about to be implemented.)
