I'm not buying this argument. If someone intends to kill another and does it by a process that is not the fastest way to achieve that person's death to conceal their intent, it is still a homicide. Nations can behave the same way.

Are you telling me it's still murder to slowly poison someone to avoid suspicion? Impossible! If you really intended to kill them, you'd shoot them. It's faster.
