The big issue here is that they DO comprehend, they just don't remember what is like when they were younger, and they damned sure don't know what "everyday citizens" deal with. I'm in the same boat with my kids, all their struggles is bringing up the memories of my struggles.
I have a fever dream in which those happy to enact these draconian policies, without knowledge that the experience will end, are suddenly switched for one year with someone who suffers the difficulties that they so callously disregard. I think some empathy might be bred.
