The reason you can draw a 52-0 CA map but it's not possible to draw a 0-38 TX map is a function of distribution and population. In raw numbers there's way more CA Dems than there are TX Republicans, and as a matter of percentages there's way more TX Dems than CA Republicans. -OS

Hell, theres barely more TX Republicans than CA Republicans. It's just that CA has anywhere from 9 to 11 million Democratic votes. -OS
