Secret service guys don't usually wear uniforms. I'm pretty sure these are just hotel staff.

They usually wear suits, but I have seen them in sort of matchy matchy casual gear in the right context. I would think the hotel staff went either have gotten off the stairs or be looking more busy, but maybe not.

Look at the one in the mirror. Doesn't it look like she has sunglasses tucked in her shirt near her neck? I don't see that black on the picture of her on the stairs

Ah yes. There's a lot less clarity in the mirror picture but it seems like it could be shadows.
