To deport someone to a whole continent that they had never even visited before & the person can't speak the native language...that's a death sentence. Deporting Garcia to Uganda is a violation of the 8th Amendment.

Garcia made an illegal entry into the U.S. in 2013. Since then, Grand Jury found evidence of him transporting thousands of migrants, including women, children, firearms, narcotics and MS-13 members, using vehicles modified for smuggling. He was also convicted of human smuggling & trafficking.
