Martial Law can only be declared AFTER the invocation of the Insurrection Act, which constitutionally requires an “armed rebellion” and can only be invoked by the sitting President. ^THIS^ is why the protests have all been peaceful. Without the “armed rebellion”, they have no legal standing.
