So one of buildings in question is in poor condition with no leases. It’s not a charity. I’d raise the rents and put in place leases with occupancy limits per the city. Pretty simple.

Where do you think that budget comes from? From the rent. If you own a condo, then every owner pays an HOA fee and part of that is for reserve. Same thing, you do the same with a house.

Change of ownership is driving the decision. If they don’t like it then they can find another place to live. State does the same with property taxes. They can charge what they want and if you don’t pay, the state auctions your home. You lose. You need to get out a little bit and grow up.
