If you read the entire article it points put the fallacy of that argument presented by the government. As this is a trade issue & the courts would not hold only making whole named plaintiffs as this is an international trade issue & every harmed corp would file suit & prevail.
I did read the whole article. The point, at least until it's settled, is that the people who paid the tariff tax will get nothing.
Thats a given for the corporations to not get their refunds until after it's settled. Consumers are paying tariffs through higher costs now. Taxpayers will pay the refunds after it is decided against gov't. Those two groups are the same. Prices won't come down & our economy takes another hit
That's what I am saying about the story. The taxpayer paid the tax, yet we will receive nothing back. We are being ripped off.
