Why would they be deported to Russia instead of Ukraine? That doesn't make any sense.

Why would someone from Central America be deported to South Sudan?

Presumably their own countries didn't want them. They were convicted of homicide, kidnapping, drug trafficking. We don't want them in the US. Did you want these convicted foreign nationals to remain in the United States? I would assume that Ukraine would be happy to accept their own citizens home.
