I think it's foreshadowing and suggests... Trump is planning to go to war. In his case, preferably with blue states + cities, although he probably wouldn't mind other countries in the Americas.

When Rubio was slashing the State Dept I did wonder... if there was a plan to carve up the world so Putin/Russia got Europe, China took over Asia and the US took over North+South America, would the US even need a large State Dept, with fewer countries. Purely speculation... but I do wonder.
