It's doubly screwed up because Washington D.C. (like most other cities/states) already HAS departments and programs to pick up trash and litter, primarily through their Department of Public Works (DPW).

What I think happened; Gavin Newsom teased that tangerine taint sumbeyatch by pointing out that the National Guard didn't really do anything while deployed to L.A. When the guard arrived to D.C. they were seen just aimlessly walking around so now ordered to pick up litter.

...betting trump will use this to complain that D.C. has another problem with litter that wasn't being addressed therefore providing another "crucial mission" that needed the NG deployed there.
