Oh yeah for sure you still need to investigate the crime itself to know who you're looking for when you pull people over.

When you’re an unnamed federal agency, you’re not the ones who’ve been investigating assaults & murders. If the person you stop has an outstanding warrant, & you have access to the right database, you might catch somebody. Otherwise, I wonder if they’re sufficiently joined-up with the police.

Very poor if they're not. But, then again the number of true crime podcasts I hear where one police force could have stopped or solved a serial killer if only they'd known what was happening 10 miles up the road is quite astounding.

They might well be. I don’t know enough about law enforcement data sharing to say.
