Snip them off with the sharpest needle nose superknips you can find. Preheat the board (skillet/IR) Remove excess debris w/ soldering iron Clean pads, use Pb/low temp solder to rework. Yes you will lose some boards because some pads will peel off. Be pragmatic

I managed to get bismuth solder onto the pads and that desoldered them fairly easily. Then rotated... Managed it ok. Wasn't as bad as first feared but still fab houses fup
