Don't know if that was in reference to what I said, they have the resources, but not the ROI. A state sponsored actor has a better ROI on attacking enterprise infra, not individual users.

it was not, and i generally agree on roi wrt to corporate espionage, but also israel is well known to attack consumer apps for espionage and assassinations. altho its admittedly a different type of attack than malicious app developers which is the example here.
