its kind of like a reflection of the broader dem position of "be half as bad as the worst people to try to appeal to the second-worst voters" they'll tell anyone seriously wanting to do good to fuck off and then try to reach the people they want to reach who go "what are you even talking about"
fundamentally what they want is a voting base who want them to do the things they were already going to do, or, "the san francisco special".

thing that really clicked all this to me is thinking on how seniority is prioritized in dems, you gotta be around for a long time to be in leadership. so the most likely people to be in leadership are in can't-lose districts. so no matter what happens 1. they don't lose 2. they're still in charge
