There may never be a consensus, it's up to individual sports organizations to decide what they will accept. Some already do, others have standards and testing, and others have taken a precautionary "wait and see" approach and are watching the science evolve.

Everyone loses muscle over time and through disuse, but if you start off with more muscle then you have more to start with. It's also easier to get that muscle back - the guys at my high school who did steroids are still big 30 years later. They've lost definition but are still bigger than avg.
My point isn't that trans women should never play elite sports, just that there should be a recognized standard test and waiting period after starting HRT to ensure the field is level.
