It's because they have to know ppl will opt for the Switch 1 version instead (if they don't have any other options like PS5) since you are actually getting the physical game on yhe cartridge.

But why is that worse for them? They get the Sw1 physical sale and the digital upgrade sale so what is the downside?
I am assuming that you can play the Switch 1 version on S2 w/out purchasing the upgrade, so most ppl would skip that. I am more talking about their sales metrics, since they are going to stop printing S1 carts eventually, they are going to want to know why S2 carts aren't selling...
And with how bad Square is at this sometimes, I wouldn't want the series to be killed off due yo lackluster initial sales, so I'd purchase it on the console I prefer. It's a tough apot for supporters of a niche franchise under a stingy dev/publisher
If you’re skipping the upgrade I’d assume you’d opt for the Sw1 version regardless to save the dosh, but I’m only talking about not having an upgrade option so that’s separate from when they stop offering a Sw1 version altogether.
I doubt a game like this will have major improvements from switch 1 to 2 anyways, just like the dragon quest remakes
