No one is getting radiation burns or radiation sickness from this level of Cs-137. The problem would be mutagenesis and cancer in the long term due to exposure of soft tissues to ionizing radiation from ingested Cs 137. Cs tends to accumulate in milk so nursing mothers should be extra cautious.

So.... It's SAFE in municipal Waste? Not a good idea, either. Send it back to Walmart

Nope. Should be separated from normal waste as it's an element, is mobile and acts like potassium in cells so enters the food chain. However, it has only a 30 year half life, so it can be stored until it decays sufficiently (~150 years -- as opposed to some isotopes which take thousands of years).
