If you have ever been there in person, you immediately realize that the structure is literally crumbling. Not fit for human habitation but that’s their goal to punish and torture.
I toured it years ago, and there was already rust on a lot of the cell doors. You'd have to raze and rebuild the place from the ground up and all the construction materials need to be brought in by boat. The site makes money now as a park, but I guess the cruelty is worth the expense.

I did the tourist tour at Alcatraz decades ago. Concrete was crumbling then. It's small. Limited land to build updated facilities. No road to bring in fire trucks or ambulances. All supplies and personnel changes by boat. There's a reason they closed it. But Trump saw it in a movie, so he wants it.
