But I do not think that’s where these plates are coming from. The protocols are pretty tight with the plate shop. I think it’s more likely these were aftermarket old plates sold on eBay (junkyard, owners got vanity plates and didn’t return old ones). Folks collect them, memorabilia and decor.

If the plates aren’t registered to a vehicle but has this year’s sticker (I say sticker but not sure if all US states do that still), then it’s not because it’s a fresh plate from the DMV. You can use the O'Reilly's website to see if connected to a car too. I've used it on some ice 🚗 in vids. Normally CA gov plates have "Exempt" across the top. They're also all #s no Alphas. Fed gov plates have a series of #s in small print to the left of rhe main #s all white with blue print.

Some years back I noticed an influx of California-licensed civilian vehicles driven by on-duty Border Patrol agents in Southern Arizona. For some reason, the tactic ended after a few months.

Traffic / parking enforcement officers can easily grab vins from parked vehicles and/or vehicles with people in them but without much suspicion.

I don't know if it's procedural but most times I've seen a car being towed (by repo, breakdown, or recovery) the driver took pics of the whole car and the VIN before putting into it on the truck.🤔

The videos I have seen constantly show their vehicles left unattended. It would not be hard to walk past and record the VIN before engaging in the scene. Especially if the show is made to record the license plates, which doesn't bother ICE in the slightest.

The DMV / General Services Administration have plates and registrations that are not publicly searchable, and sometimes not even visible to ordinary law enforcement without special clearance. They are confidential, federal and alias / cover plates depending on the agency / operation.
