That would be the dynamic in a well-functioning legislature, but Dems don’t need to filibuster if Republicans don’t have the votes to pass the bill in the first place.

I feel like if all they needed to muster was 50+1 and 218 in the House, the GOP could pass a party-line spending bill--but maybe I'm wrong, I'm open to correction.
