Actually, scotus can not pass a law- just decide if it is allowed under the Constitution. But, given how far they have driven into the weeds ( eg. all the times they struck down lower court rulings affirming the right to habeus corpus, eg. Boasberg, Xinis ) - less relevant with every passing day.

Proper display of the American flag says if the flag is flown after dark then it must be lit up so it can be properly seen. If you walk your neighborhoods at night you will see maybe 1%-5% of home owners that fly their American flags 24x7x365 do not light them at night. Most are in need of burning.
