Law enforcement SHOULD be *enforcing* court orders, not flagrantly disobeying them. Due Process, Habeas Corpus, all the legal rights in our Constitution that apply...that ICE agents will say to citizens "You have no rights" is proof, in addition to their behavior, that they are NOT law enforcing.
