The enforcement part is what's complicated. I assume at a school that large that there are probably scores of dorms and therefore hundreds of floors/RAs. If they all violate the rules, are they going to task the employees of the school with going around to remove the violations? Which employees?

Yeah, there are tons of dorms. But at a school that big there are also tons of young conservatives and state political actors and their lackeys are all five minutes from campus. Ohio State has moved sharply into lockstep with Trumpism, so if they find even one it'll get heavy coverage.
