Congress is an institution that act through creating legislation. As long as the Executive branch chooses to ignore the law then Congress is can't do anything. We have a breakdown in the rule of law.

It's a mistake to cancel town halls or avoid answering questions. When people cannot air their grievances through the proper channels it leads to more aggressive expression.
