I don't think they do send them empty. Fair warning, I've only been reading about this since last week, but I think a company will have a schedule of sailings, basically a loop involving X ships, and a "blank sailing" is when they cancel one of the ships previously scheduled.

The amount of fuel to send a cargo ship across the Pacific is substantial and the cost is astronomical. I find it a little over the top to send one empty.
