So the people VOTED for it and the gov decided to ignore the votes of his constituents -- the ONLY votes that should matter? Where are we going with this. Isn't this, maybe, one stop away from ANY already elected official deciding that no matter WHAT the final vote might be, it can be ignored?
The trend here is GOP governors taking the same approach as trump: they take election to office as carte blanche to rule as they see fit. Checks and balances are a thing of the past, as far as they are concerned. Winning their election was the last thing they'll ever need from voters, they feel.

Because he signed a bill brought by the Missouri legislators. The voters are deciding whether or not to try to bring a petition for a ballot initiative that would make it an amendment to their constitution - then the legislators/Governor could not change it or repeal it. 1/2

Yep. Decades. Maine state legislature passed Medicaid expansion 6 times. Six sustained vetoes. Then voters approved legislation expanding Medicaid via referendum. And Governor LePage tied up implementation for almost two years via the courts. Finally replaced the governor.
