The thing that makes it unlikely the senate will change the rules in this way is that blowing up the filibuster blows up the “hotline.” And that would massively disempower individual senators.
What do you mean by the "hotline"? As in, there are marginal senators in the majority that can take heat for taking unpopular positions that others in the majority hold but don't want to be accountable for?
