These threats are actually attempts to help Putin and gaslight Europeans and US-supporters of Ukraine. They are tactics to delay steps needed to help Ukraine and to give Trump more time to string things out. The amazing thing is that people time and again fall for them.
Trump says he considers being tough, then lindsey graham says that the senate is going to be really tough. Putin then says "we will soon come with a peace proposal" and bombs the shit out of civilians. And the circus starts from point 1.

In early February, AG Bondi ordered that "Task Force KleptoCapture, the Department's Kleptocracy Team, and the Kleptocracy Asset Recovery Initiative, shall be disbanded." Wasn't this relevant to Trump's policy on sanctioning the Putin regime?
