Clearly the White House is happy to see the aid to Ukraine stopped. That’s the long and short of the matter. And the timing is extraordinary, exactly at the moment when it could do maximum damage to Ukraine and maximum advantage for Russia.

Putin's decision. It is obvious and predicted. US support for Putin is unyielding and should be expected to get worse for Ukraine as Putin gets desperate. In other words, it is Putin's call.
