Hi All, Just sent out my free weekend update. Its been less than 3 weeks since the great Russian breakthrough at Pokrovsk (which was no breakthrough). And because it failed we have no reporting. Where are all the analyses once the Russians have failed. open.substack.com/pub/phillips...

Also, the last week has highlighted the very different ways the Russians and Ukrainians are undertaking strategic air operations. The Russians are targeting civilians, the Ukrainians are hitting oil refineries. And guess what--oil refineries are actually "strategic".
Hmm I would say both civilian population and oil refineries are 'strategic' but only one is a legitimate target under the loac. They are both executing 'strategies' however. Arguably they are both targeting what they see as strategic centres of gravity , but only one will prove to be 'succesful'.
Strategic since 2022 but protected by an american veto ... Ukraine is not allowed to destroy 100% of refineries... Sad that it can destroy russian economy and stop the war...

Taking it is easy. Keeping it is where the fun starts, and in this case, the Russians at Pokrovsk did not have the ability to follow through.
