Another state cannot send its National Guard into Florida during an emergency without Florida's permission; this type of action would require an agreement under the Interstate Compact for Emergency Management to provide mutual aid, specifically specifically FL §, sections 250.540 through 250.542,

If we are talking illegalities here, Trump did not cite the 1807 Insurrection Act, which allows the president to deploy military personnel on U.S. soil without the consent of a state. So tRumps message to us all is JUST DO IT and fight the lawsuits later.
