A friend of a friend had her flight canceled a few days ago. This is the message she got: "Your plane is canceled because air traffic control is limiting the number of arrivals at your destination airport." Never heard this one before.

It’s not unusual to have a “ground delay” or “ground stop” where flights to a certain destination are held because that airport is too busy to accept them. Normally they aren’t cancelled but maybe the delay would have been too long? Active ground delays are listed on this page: nasstatus.faa.gov

Often it’s because the weather got worse and planes need to space out more, so there aren’t enough landing slots per hour for the number of flights scheduled. Ground holds avoid the flights needing to fly in a holding pattern for a long time.
