It sets a maximum potential rent increase, whereas previously there literally was no maximum. By your logic, rent must have previously gone up infinity percent every year because there was no max? You do see how absurd your argument sounds, no?

Something can be both better than it was and still need improvement. I personally advocated for repealing CH (though not with Weinstein’s language, which was nuts), and for building more housing in my neighborhood. Big fan of making 10% rent increases untenable for landlords.
