So ships that were supposed to leave an Asian port and arrive in the next two weeks are still at the Asian port? Is that the correct way to read this?

Unclear--ships change their arrival times all the time. It's not great in the sense that the only week that matters is the current week...if we keep on having good weeks two weeks from now that never happen because they keep shifting back, not good.
