Neither of those first two things will do anything. You'll just get fresh faces with the exact same ideologies, and nothing about IQ precludes someone being immoral and lying about things.

Oh, sorry. Poe's Law, in my defense. I see so many people sincerely acting like term limits are a magic bullet. X3 And while I actually wouldn't mind having some proficiency tests in place for politicians, in this case the man seems to be clearly *playing* stupid, not being genuinely forgetful.
