The best part? They just sent me a transcript of my last customer service chat interaction, but because I'd opted for 'text only' emails, I can only access it in my account... which I've now been locked out of. Outstanding.

It seems I'm still logged in on ebay.ie ... I'm sure that'll be nuked soon enough. I wonder if the password issue was because I was trying to log in on ebay.co.uk ? Be careful out there.

Okay. It appears to be reinstated. My advice would be to make sure all your addresses are in order, try not to reset your password soon after you've verified, and most importantly, speak to a real human agent, if possible.
