He genuinely believes something untrue. His repeating it is lying. Conspiracy theorists genuinely believe their untruths.
Maybe? I've come to believe it shouldn't matter to us whether they believe. Because I don't think it matters to THEM. The late moral philosopher Harry Frankfurt used the label "bullshit" (google "On Bullshit"): when truth value is irrelevant, all that matters is persuasion.
