If he is delusional he is not fit for office. I believe it is improbable there is an orchestrated conspiracy to misinform him. Based on past and present behaviour there is a 99.9% probability that he is deliberately and knowingly lying.

I mean, he’s already not fit for office, but your probability assessment is still most likely correct.
