In the presence of fumes remaining in the apartment is not optimal. Automatic fire doors to isolate would not be possible with a single stair. You would obstruct exit. So if you’re at the non stair end of a level you’re at a survival disadvantage. And the standards need to reflect disabled also.

The reason that the 2 stairway regulation in over 18m height residential buildings has become the standard is the issue with a fire preventing passage to the single stairwell, resulting in inability to exit. It’s not fire but smoke that will kill and no apartment is that sealed.

In 2024 there were 23 residential fire fatalities in Connecticut from with 19 being within a 1 and 2 family residential facility from a total of 1.53 million facilities (US Fire Administration). (Not statistically significant). So I’m not sure what your point is.
