Most shelters do not provide security for one's belongings, do not allow pets, separate families, have weird work requirements, do not let you just stay there during the day, offer no or limited privacy, often discriminatory, have extremely strict drug/alcohol rules that do not help addicts, etc.
In short: a shelter is not a home and does not solve the problem The solution is to literally give people a home first and then solve the other problems after.

While it is a positive and interesting approach, a few glaring differences with the US: Finland 1) is about 70 times smaller, or roughly 340 million less. 2) has a highly centralized, socialist system - and is a much smaller country - ie much easier to implement 3) is a highly homogenous culture
