PVC smells like that when they're really old and it starts to break down. It might not be cat-piss. But, there's also nothing you can really do about it.

In the military, Bates "chlorofram" dress shoes would do this after like, two or three years. Just awful quality. I threw out my 10-year old, Demonia knee-high platforms last year for the same reason. When the material breaks down, it smells like cat-piss.
