The sense I get is it's reflective of a shift in tactics. The boat was reported to be the 3rd in a 3-boat chalk, with the first 2 being lighter test loads. Once they made it to Trinidad w/out issue, the heavier load went out w/ extra hands for quick offload and/or quick ditch in an interdiction.
