11 is still kind of a high number, so I wonder if they were onboard to ferry vessels back or if some were migrants trying to escape. No one is going to admit that because of reprisals to the family back home.

The sense I get is it's reflective of a shift in tactics. The boat was reported to be the 3rd in a 3-boat chalk, with the first 2 being lighter test loads. Once they made it to Trinidad w/out issue, the heavier load went out w/ extra hands for quick offload and/or quick ditch in an interdiction.
