The poverty line for a family of 4 is $32,150. A family of 4 making $33,000/year doesn't need help with medical insurance???? Cause' I'm pretty sure they can't afford a place to live, food to eat, and basic utilities for that.

That's $2,750/month. Using the 50/30/20 rule to budget: 50% NEEDS for housing and groceries is $1,375, 30% for WANTS $825, and 20% for savings/debt repayment is $550. Even if you moved the $825 WANTS to NEEDS that's $2,200 to cover housing and food for 4 people.

Exactly. And even with housing, food, health assistance, where's the $ for everything else?? Cell phone. Transportation. Clothes. Hell, the cost of women's period products for alone puts a big dent in a budget

Keep in mind, that's $33k BEFORE taxes. They do not get anywhere close to that $2750/mo to take home with them.
