Budgets can be blown by having to deal with resistance from the population. A huge budget does NOT guarantee success. Vietnam proves that.

Money is burned every minute that the momentum stalls. You slow that momentum, you stall them out, every second counts. A minute of overtime here, repair costs for their vehicles there, replacement equipment. Make what they estimate will take an hour instead take 3. You just need to be in the way

That's also a really good way to get many of them to simply quit. Get them over worked, stressed, make their jobs not worth the pay (like retail and hospitality workers feel). If the job is to stressful for the pay...things don't get done. That snowball can turn into an avalanche real quick.
