Of course the president is not personally organizing these groups. It is the support of their efforts that counts and differs so greatly from the lack of effort and caring from the Texas leadership.

It doesn't negate the fact that there were plenty of warnings issued before the flood, but people were either asleep or ignored the warnings and the water rose 30 feet in 45 minutes.
